ICS2 Phase 2 Deployment: What You Need to Know

The Import Control System 2 (ICS2) is the EU’s advanced customs technology aimed at enhancing supply chain security and facilitating smooth trade across its external borders. 

As of 4th December 2024, Phase 2 of ICS2’s Release 3 will require maritime and inland waterways house-level filers, including participating forwarders like Global Forwarding, to directly submit detailed safety and security data to EU customs authorities.

What is ICS2?

ICS2 collects advance cargo information for all goods entering, transiting, or leaving the EU. By enabling early risk analysis, customs authorities can identify potential threats and intervene at the most effective points in the supply chain.

Key Benefits
ICS2 streamlines customs procedures while securing the supply chain through:

• Early identification of high-risk consignments, allowing proactive intervention.
• Faster and smoother cross-border clearance, reducing delays and costs.
• Simplified data exchange between Economic Operators (EOs) and customs authorities.

Enhanced Data Requirements
To comply with ICS2, exporters and logistics providers must submit comprehensive data via the Entry Summary Declaration (ENS). This includes:

• A 6-digit Harmonised System Code.
• Detailed commercial descriptions of goods.
• EU-registered EORI numbers for all parties involved.
• Complete information about the seller, buyer, and consignee.

By providing this data promptly, exporters enable accurate risk assessments and help ensure uninterrupted shipment processing.

Timeline for ICS2 Implementation
ICS2 is being rolled out in three stages:

1. Maritime and inland waterways carriers: 3rd June 2024
2. Maritime and inland waterways house-level filers: 4th December 2024
3. Road and rail carriers: 1st April 2025

From 4th December, Global Forwarding will file directly to EU customs authorities, ensuring compliance and facilitating the early clearance of shipments. Non-compliance or incomplete ENS submissions will result in stopped shipments, delays, and potential fines.
